The Raiders will be short-handed offensively on Sunday morning in Foxborough, Mass., when they play the New England Patriots, and their roster could get even shorter by kickoff.

Las Vegas announced Friday afternoon that top receiver and first-round draft pick Henry Ruggs III would not play against New England. Ruggs was already dealing with a knee issue suffered in the Raiders’ week 1 win over the Panthers but has now also aggravated his hamstring.

He’s the third Raiders’ offensive starter ruled out for week 3, joining tackle Trent Brown and guard Richie Incognito, whom was placed on injured reserve with a sore Achilles.

Additionally, tight end Darren Waller and running back Josh Jacobs were limited in practices and listed as questionable to play against the Patriots.

“We’ll just have to wait and see how it goes here in the next day or two,” coach Jon Gruden said.

Even though they’re listed as questionable, it would be a surprise if Jacobs or Waller missed the game. They each played large roles in the Monday Night Football win over the Saints, combining for 42 touches, and the Raiders have made sure to manage their workloads dating back to training camp.

Two more offensive linemen, Denzelle Good and Sam Young, are also listed as questionable. The Raiders are overall healthier on defense, though middle linebacker and captain Nick Kwiatkoski has been ruled out for the second straight week with a pectoral injury.
